There is more chloroplasts in the palisade mesophyll than in the spongy mesophyll. Why?

There is more chloroplast polisade masphyll than in spongy masophyll. Because the palisad cells are on the upper surface and more light fall on it. So, that they should have the ability to absorb more light.
